offload: Serialize file transfers to build machines.
* guix/scripts/offload.scm (machine-lock-file, lock-machine,
unlock-machine): New procedures.
(with-machine-lock): New macro.
(process-request): Wrap 'send-files' and 'retrieve-files' calls in
'with-machine-lock'.
