emacs: Add popup interface for guix commands.
* emacs/guix-command.el: New file. * emacs.am (ELFILES): Add it. * doc/emacs.texi (Emacs Initial Setup): Mention 'magit-popup' library. (Emacs Popup Interface): New node. (Emacs Interface): Add it. * doc/guix.texi (Top): Likewise.
