gnu: cppcheck: Skip failing test.
* gnu/packages/patches/check.scm (cppcheck)[source]: Add patch.
* gnu/packages/patches/cppcheck-disable-char-signedness-test.patch: New
file.
* gnu/local.mk (dist_patch_DATA): Register it.
