packages: Cache the result of 'input-grafts'.
This reduces the wall-clock time of
guix environment gnutls --pure -E true
by ~35%.
* guix/packages.scm (%graft-cache): New variable.
(input-graft): Use 'cached' to cache to %GRAFT-CACHE.
