syscalls: 'terminal-dimension' ignores EPERM.
Fixes <https://bugs.gnu.org/41581>. Reported by Tobias Geerinckx-Rice <me@tobias.gr>. * guix/build/syscalls.scm (terminal-dimension): Add EPERM to the list of errno code for FALL-BACK.
