* gnu/packages/django.scm (python2-django)[native-inputs]: Inherit from
python-django's native-inputs, not its inputs.

setuptools is a run-time dependency (sic!), all others are required
for testing only.

native-inputs]: Exchange them. Move tzdata to new native-inputs.
