signature ID encoding.

* guix/gnu-maintenance.scm (download-tarball): Add a 'key-download'
keyword argument and pass it to 'gnupg-verify*'. Make
'archive-type' a keyword argument.
(package-update): Add a 'key-download' keyword argument. Pass
