(build, check, install): New procedures. (%standard-phases): Replace build, check, and install phases. * guix/build-system/perl (perl-build): Add make-maker? and module-build-flags arguments. * doc/guix.texi (Build Systems)[perl-build-system]: Document behavior rsp.
