gnu: supertuxkart: Update to 1.3.
* gnu/packages/games.scm (supertuxkart): Update to 1.3.
[source]: Download from github. Update snippet to remove different
bundled libraries.
[arguments]: Adjust configure-flags for new version.
[inputs]: Add sqlite.
