gnu: python-osmnx: Use pyproject-build-system.
* gnu/packages/geo.scm (python-osmnx)[build-system]: Use
pyproject-build-system instead of python-build-system.
[arguments]: Remove custom 'check phase. Instead define test-flags to
disable network tests.
