gnu: mesa-opencl, mesa-opencl-icd: Build all the LLVM targets again.

* gnu/packages/patches/mesa-opencl-all-targets.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/gl.scm (mesa-opencl)[source]: Use it.
