gnu: pjproject: Enable shared libraries.
* gnu/packages/telephony.scm (pjproject)[outputs]: Add a "static" output.
[phases]: Move the 'check phase after the 'install phase.
{move-static-libraries}: Add phase.
[configure-flags]: Set LDFLAGS to add a runpath reference to self.
