gnu: biber: Update to 2.19.
* gnu/packages/texlive.scm (biber): Update to 2.19. Remove patch.
* gnu/packages/patches/biber-adapt-perl-5.36.patch: Remove file.
* gnu/local.mk (dist_patch_DATA): Unregister patch.
