gnu: python-rad: Update to 0.17.1.
* gnu/packages/astronomy.scm (python-rad): Update to 0.17.1.
[arguments]{tests?}: Disable them to break dependencies cycle.
[native-inputs]: Remove python-astropy, python-pytest,
python-pytest-doctestplus, python-pytest-openfiles.
