gnu: rdma-core: Update to 26.0.
* gnu/packages/linux.scm (rdma-core): Update to 26.0. [arguments]: Add "-DRST2MAN_EXECUTABLE=..." to #:configure-flags. [native-inputs]: Add PYTHON-DOCUTILS.
